Project Controls Manager


IO’s Procurement and Program Management Enterprise Team provides professional support and commercial advice to all parts of the agency through procurement, budgeting, and performance management. The Procurement office is a global leader among public sector entities in the procurement of large capital infrastructure projects. The Program Management office oversees capital project cost estimation, budgeting and financial forecasting, quality, process control, continuous improvement, compliance and governance, reporting, and analytics functions across the agency.

In this role you will assist in the build-out of IO’s internal project controls capability, integrating the services of the typical project controls disciplines of Cost Management & Change Control, Schedule Management, Risk & Opportunity Management, Estimating, Quality Management and Document Control to inform project and program-level decision-making. 
Supporting various projects,you will be a key contributor to IO’s long-term project controls strategy, embedding best practice methods in a sustainable and scalable way to meet the needs of IO’s diverse portfolio, growing Agency mandate and the changing delivery models utilized across IO’s capital program and the Ontario infrastructure market. 

What You Will Do
•Manage the integration of the project controls disciplines to ensure provision of a holistic service offering across IO’s capital program - spanning multiple asset classes including social infrastructure, vertical infrastructure, rapid-build etc. 
•Support the strategic integration / aggregation of project controls services in support of P3 and non-P3 teams, furthering IOs Strategic Initiative to embed and improve project controls practice across the capital program.
•Manage the development and mapping of cross functional project controls processes to support the delivery of projects using a variety of models – both Public-Private Partnerships (Design-Build-Finance, Design-Build-Finance-Maintain etc.) and traditional delivery (Design-Build, Design-Bid-Build etc.).

Who We're Looking For
•Experience delivering integrated project controls support throughout entire project lifecycle (planning, procurement, implementation, etc.) and across various infrastructure types.
•Knowledgeable of business systems and the dependencies / integration of these systems in a project controls environment.
•Experience using / working with P6, ARM and industry standard applications for Document Management, Cost Control and Contract Management an asset.
•Demonstrable experience of integrating multiple project controls disciplines.
•Deep knowledge / experience across the project controls disciplines of risk management, schedule management, document management, cost management and quality management
•Both Public and Private sector experience an asset.
•Experience delivering project controls service in the context of multiple delivery methods an asset – e.g. traditional (DB, DBB), P3 and Alliance
•Minimum of 7 years of progressive hands-on experience delivering project controls services for large capital projects.

To succeed in the role of Project Controls Manager, you will have well honed stakeholder management skills, strong business acumen and experience developing creative solutions to complex issues with diverse teams of in-house resources, consultants and Clients. 
Experience working in a matrix environment and excellent presentation, consultation, negotiation, influencing and consensus building skills are requisite.
