Capital Planning Advisor (Fixed Term - 18 Months)

IO’s Real Estate Enterprise Team manages the province’s portfolio of government buildings and land, which is one of the largest and most diverse in Canada. The team oversees the day-to-day operation and long-term maintenance of these facilities through partnerships with private-sector service providers, ensuring provincially-owned real estate is used in the most optimal way. Finding innovative ways to reduce and revitalize the government’s building and land holdings is central to its business and integral to the value provided Ontarians.

What You Will Do

  • Provide strategic and analytical Capital Planning support to stakeholders and client ministries, for both GREP and non-GREP assets.
  • Develop and coordinate development of Multi-Year Planning (MYP) and business cases to support Ministry decision making for annual budget submissions for Capital reinvestment.
  • Research assumptions and industry trends.
  • Ensure strong working relationships and coordination of efforts with Capital Management stakeholders.
  • Develop and recommend process improvements to support client’s capital planning needs.
  • Develop Capital Planning Material as Required.
  • Other duties as assigned from time to time as required by management.


Who We're Looking For

  • Minimum five years of experience in the asset management industry including capital project delivery, and development of financial models.
  • Post-secondary degree in Asset Management, Real Estate, Business, Architecture, Transportation or Engineering.
  • Knowledge of financial analysis and capital investment planning.
  • Knowledge of asset condition assessment and life-cycle planning would be an asset.
  • Knowledge of asset/land/building related legislation would be an asset.
  • Knowledge of financial analysis and capital investment planning.
  • Knowledge of government funding cycle.
  • Ability to monitor the service provider’s quality of work and identify red flags in a fast-paced environment.
  • Strong customer relationship experience including management of service providers, and the ability to balance multiple needs by various stakeholders.
  • The individual must also have experience implementing capital reinvestment plans, and knowledge of the impacts associated with project delivery.
