Facilities/Asset Management – P3 Contract Oversight


 

Our Real Estate division manages the province’s portfolio of government buildings and land, which is one of the largest and most diverse in the country. We oversee the day-to-day operation and long-term maintenance of these facilities through partnerships with private-sector service providers. We are responsible for ensuring provincially-owned real estate is being used in the best, most optimal way. Finding innovative ways to reduce and revitalize the government’s building and land holdings is central to our business and integral to the value we provide Ontarians.

We are looking for a Real Estate Asset Manager to join our P3 Asset Management team. The P3 Asset Management team manages long-term government contracts for Public-Private Partnerships (P3) projects built under the Design-Build-Finance-Maintain (DBFM) and Build-Finance-Maintain (BFM) delivery models.  In this role, you will manage a diverse portfolio of P3 assets (e.g. courthouses, hospitals, detention centres, police stations, offices, roads, rail, and transit) and administer project agreements during a concession period to ensure that the assets are being effectively managed and that facility services are delivered in compliance with the project agreement.  Internally this position is known as P3 Operations Manager.

Your role will include: implementation of standard contract performance measurement and quality assurance framework to effectively monitor, manage, and evaluate facilities management-related services; collaboration with construction and project delivery teams to provide expert support in the implementation of standards, evaluation criteria, and contractual terms related to facility/asset management for new P3 projects during the transaction, construction and commissioning phases; and the management of  complex relationships with industry partners, client representatives, and other stakeholders throughout the concession period to ensure each project delivers successfully on value for money and long-term functional use commitments.

We are looking for a professional with university degree in Architecture, Business, Accounting/Finance, Real Estate, Engineering or another relevant discipline and at least five (5) years of relevant experience working in a large multi-divisional organization with complex and multifaceted real estate portfolios, or a related area of practice. It is strongly preferred that you have experience with public sector real estate institutions, and P3 experience is preferred but non-essential.

Solid experience in contract administration and experience in dealing with technical, legal and financial data to find positive solutions to complex issues and problems with a diverse group of stakeholders are required. You also will have knowledge of asset and facility management principals, building systems, and occupant/user services issues on large commercial, institutional or industrial real estate

To succeed in this role, you should have the ability to establish partnerships, collaborative work environments, and possess solid negotiation skills in order to reach consensus and effectively manage clients, internal stakeholders, and external contractors. You need excellent research skills including ability to gather pertinent information from a variety of sources and assemble appropriate evidence to support recommendations.  You must be proficient in data management, business modeling, and analytics with well-developed synthesis skills to understand complex issues and their implications on business activities.  You also require strong professional communication and presentation skills (written and oral) for effective internal and external stakeholder and client management, excellent organization and project management skills with proven ability to manage multiple projects and priorities in a fast paced environment are essential in order to be able to meet deadlines and deliverables.
