Infrastructure Ontario (IO) and Weeneebayko Area Health Authority (WAHA) have prequalified three teams to move onto the second phase of the Request for Proposals (RFP) process to deliver the WAHA Redevelopment Project. The redevelopment project involves the construction of a new Hospital, Elder Care Lodge, Visitor Hostel and Staff Accommodations in Moosonee as well as a new Ambulatory Care Centre on Moose Factory Island. These modern facilities will support WAHA in providing exceptional, culturally appropriate health care to patients and clients living along Ontario’s James Bay and Hudson Bay coasts, majority of whom are Indigenous.

The prequalified companies that are invited to move to the second phase of the RFP process are:

PCL Northern Health Care

  • Proponent Lead: PCL Constructors Canada Inc.
  • Design Prime Team Member: Parkin Architects Limited
  • Construction Prime Team Member: PCL Constructors Canada Inc.

Pomerleau Healthcare Partners

  • Proponent Lead: Pomerleau Inc.
  • Design Prime Team Members: Kasian Architecture Ontario Incorporated, and Bertrand Wheeler Architecture Inc.
  • Construction Prime Team Member: Pomerleau Inc.

The Bird Team

  • Proponent Lead: Bird Design-Build Construction Inc.
  • Design Prime Team Members: NORR Architects & Engineers Ltd, and Cannon Design Ltd.
  • Construction Prime Team Member: Bird Design-Build Construction Inc.
  • Financial Advisor: Bird Capital Limited Partnership

These teams were selected based upon the requirements and evaluation criteria outlined as part of the first phase of the RFP process, including their demonstrated design ability and construction experience, and capacity to meet financial requirements. The second phase represents the final step in the RFP process for IO’s new progressive procurement approach, which will enable the participation of a long-term, sustainable market of qualified firms, competing to deliver projects through more collaborative means. 

Through this second phase of the RFP process, the prequalified teams will now be invited to submit design development, construction management and project controls plans for the Development Phase, a financing plan, and the price of the developer’s design and preconstruction services during the Development Phase. Submissions will also be evaluated based upon the planned approach to address the unique project location, and the specific needs of the First Nations and Indigenous peoples of the region that are served by WAHA. 

The RFP process is expected to close in summer 2022, after which IO and WAHA will evaluate the submissions and select a partner to enter into a Development Phase Agreement for the Development Phase. Upon completion of the Development Phase, it is expected that the development partner would enter into a fixed-price, public-private partnership (P3) agreement to design, build, and finance the Project. 

IO and WAHA are working with the Ontario Ministry of Health and Indigenous Services Canada to deliver the project.
