On behalf of the Ontario government, Infrastructure Ontario (IO) strategically manages one of the largest real estate portfolios in Canada, which includes more than 4,400 buildings and 194,000 acres of land. 

IO has issued a Request for Qualifications (RFQ) for a private sector service provider for Transaction Management Services. On behalf of our provincial clients, IO is landlord or tenant in both owned and third party leased space. The procurement focuses on lease transaction management with flexibility to accommodate future transaction needs, as required. The service provider will bring an experienced and strategic approach to processing lease transactions, including all the research, analysis and due diligence required, along with negotiations.

In designing this next generation contract, IO has incorporated lessons learned from years of effectively delivering services in over 350 communities across Ontario. The Transaction Management Services RFQ will pre-qualify best-in-class companies capable of helping IO continue to drive value for provincial taxpayers.  

The RFQ is the first step in the procurement process. IO will evaluate submissions and develop a shortlist of qualified proponents who will be invited to respond to a Request for Proposals in summer 2022. 

This procurement follows issuance of the Real Property Services RFQ last month and represents a refreshed approach to managing the portfolio, given that the current property and land management services contract will expire in 2024. The successful proponents from the Transaction Management Services and Real Property Services RFQs will be expected to maintain ongoing and exemplary collaboration to support the management of the portfolio.
