TORONTO - Infrastructure Ontario (IO) and Metrolinx have issued a Request for Proposals (RFP) to three shortlisted teams to design, build and finance the Lakeshore West Infrastructure Improvements project. The infrastructure upgrades are required to accommodate the planned expansion of GO Transit rail service on the Lakeshore West line. 

The shortlisted teams were selected based on criteria identified in the Request for Qualifications process that began in December 2017. Criteria included their design and construction capability, experience, qualified personnel and financial capacity to deliver a project of this size and scope. 

The teams are:

  • Steelhead
  • EllisDon Infrastructure Transit
  • West Link Partners 

These teams are invited to respond to the RFP and will begin preparing proposals that detail how they will design, build and finance the project. Once submissions are received, IO and Metrolinx will evaluate the proposals, select a preferred proponent and then negotiate a final contract. A successful proponent is expected to be announced in early 2019. An independent fairness monitor is overseeing the entire procurement process.

  • Exhibition station in-corridor enabling works and track improvements
  • Mimico station improvements and accessibility
  • Long Branch station improvements and accessibility
  • Clarkson station in-corridor enabling works
  • Kerr Street grade separation
  • Bronte station in-corridor enabling works
  • Burloak Drive grade separation
  • Drury Lane pedestrian bridge replacement
  • Lewis Road layover facility expansion  

Quick Facts:

  • Work on the Lakeshore West Line is part of a larger, system-wide plan to improve overall GO Transit service, including the delivery of GO Regional Express Rail by 2024-25. To support these transit improvements, Metrolinx will be undertaking major infrastructure upgrades, including additional track, GO station modifications, improved rail crossings, systems required for electrification, and new locomotives and train control systems to enable more frequent service.
  • The province is investing $21.3 billion to transform the GO rail network from a commuter transit system to a regional rapid transit system.
  • The project is being delivered as a Design Build Finance (DBF) contract using Infrastructure Ontario's Alternative Financing and Procurement (AFP) model, which transfers risks associated with construction and financing of the project to the private sector.
