Infrastructure Ontario and Lakeridge Health Corporation announced today that five companies have been pre-qualified to build and finance Lakeridge's Oshawa hospital redevelopment project. 

“We are pleased to see such interest from the construction industry in the Lakeridge project,” said Minister of Public Infrastructure Renewal, David Caplan. “Hospitals are one of the key pillars of Ontario communities. With a commitment of more than $5 billion, we now have more than 100 new and existing hospitals in various stages of expansion and upgrade across Ontario. By rebuilding Ontario's hospitals and long-term care facilities, we are enhancing the quality of life and the quality of care for families throughout the province.” 

Highlights of Lakeridge Health's Oshawa project include:

  • Increasing capacity in a number of inpatient areas;
  • Interior fit-out of the South East tower above the Durham Regional Cancer Centre for Paediatrics, Medical/Surgical Oncology Inpatient, Child, Adolescent and Adult Mental Health, Inpatient Rehabilitation, Medical/Surgical Inpatient and Outpatient Dialysis;
  • New construction of two floors onto the South Infill for the fit-out of Paediatric support Child and Adolescent Mental Health inpatient support and Maternal; administration;
  • Renovations within the current hospital to Ambulatory Maternal Care, Adult Mental Health support and administration, Rehabilitation support, Patient Management Services, the Maternal Newborn Program, Central Sterilization and Reprocessing, Paediatric support, Mental Health support and Medical Oncology support; and
  • Accommodating additional surgical cases, emergency and ambulatory visits.  

“This project is an essential part of our government's plan to renew hospitals and lower emergency room wait times in this community and across the province,” said Deputy Premier and Minister of Health and Long-Term Care, George Smitherman. “Once complete this expanded hospital will improve access to important health services so that residents of Oshawa and the surrounding communities will get the care they need, when they need it.”  

The following companies have been pre-qualified for this project: 

  • Bondfield Construction Company Limited
  • Carillion Canada Inc.
  • Vanbots Construction Corporation
  • Aecon Buildings, a division of Aecon Construction Group Inc.
  • Pomerleau Inc.  

The request for qualifications (RFQ) was issued on October 25, 2007. The process identified teams with the development, construction and financial capacity required to undertake a project of this size and complexity. Bidders will be invited to respond to a request for proposals (RFP) for the project, which is expected to be issued in late winter 2008.

Infrastructure Ontario and Ministry of Health and Long-Term Care will work with Lakeridge Health to redevelop the Oshawa hospital, which will remain publicly owned, publicly controlled and publicly accountable. Infrastructure Ontario is a Crown corporation dedicated to managing some of the province's larger and more complex infrastructure renewal projects - ensuring they are built on time and on budget.

This project is guided by principles outlined in the province's Building a Better Tomorrow framework, which ensures public ownership of core assets such as hospitals, schools, and water and wastewater facilities.
