About the Project:

The Highway 3 Expansion project extends 15.6 kilometres, widening the roadway to four lanes from the Town of Essex to the Town of Leamington. Highway 3 is a critical highway that provides regional and international connectivity.

  • Widening the road from two to four lanes for 15.6 kilometres, from the Town of Essex to the Town of Leamington.
  • Drainage improvements including the extension of six mainline structural culverts, replacement/extension of existing centerline culverts along with the installation of additional culverts for the modifications to the local road network.
  • Realignment and intersection removals of several local roads on Highway 3.
  • Reconstruction/resurfacing of existing lanes on Highway 3. 
  • Signalization and illumination as required.

Demonstrating Value

  • The project is being delivered using a Design-Build-Finance (DBF) model. Key benefits of a DBF model include significant risk transfer to the private sector over the life of the project agreement, greater cost and schedule certainty and greater potential for design and construction efficiencies and innovation.
  • Based on precedent project experience, a DBF procurement model typically has delivered a value for money savings in the range of 10% to 15% compared to undertaking the same projects using traditional delivery models.
