Business Planning Analyst (Fixed Term - 18 Months)

IO’s Real Estate Enterprise Team manages the province’s portfolio of government buildings and land, which is one of the largest and most diverse in Canada. The team oversees the day-to-day operation and long-term maintenance of these facilities through partnerships with private-sector service providers, ensuring provincially-owned real estate is used in the most optimal way. Finding innovative ways to reduce and revitalize the government’s building and land holdings is central to its business and integral to the value provided Ontarians.

Position Purpose:

The Business Planning Analyst will provide process documentation, system, planning, and strategy support to the Capital Planning department and to our business users.  The role will leverage our VFA software license and work with IT staff and outside service providers to effectively develop and service the assigned business areas. The role will work towards the potential migration of our asset data from VFA to another Asset Management Information System.

What You Will Do:

  • Provide analytical and system support in all aspects of the VFA (Accruent) contract i.e. training, data validation, invoice reconciliation, development of new tools, integration
  • Work collaboratively with internal IO and ministry team members, coordinate and identify opportunities and consistencies between IO programs
  • Responsible for delivering ad hoc reports to internal and external clients including but not limited to asset performance measures
  • Undertake and coordinate asset management planning issues (i.e. benchmarking, data requirements, organizational and operational efficiencies, etc.)
  • Identify opportunities to improve quality of data within IO and in VFA by carrying out physical and data audits
  • Identify, document, implement and communicate all processes within the Capital Planning Program and its interconnected relations to the rest of the organization
  • Liaise with internal and external stakeholders to source accurate and reliable assumptions for life-cycle planning models across applicable product types and sub-markets
  • Effectively plan and deliver process mapping sessions to acquire necessary information from different levels in an organization
  • Review domestic and international market reports and studies to remain current on industry trends as it pertains to capital reinvestment models, component inventorying, condition assessment, life-cycle assessment, condition indices and performance metrics
  • Develop various types of real estate and other business analyses (cost/benefit, expenditure/condition modeling and analysis, quantitative vs. qualitative benefits, etc.) for capital reinvestment
  • Create reports and presentations to assist both senior management and applicable ministry management in decision making
  • Interact with internal experts and project stakeholders for the purpose of coordinating tasks and collecting data/information where needed

Who We’re Looking For:

  • Over 2 to 5 years of experience in the real estate industry (i.e. property/facility management, project management, corporate real estate, planning/consulting etc.)  
  • Post-secondary degree in business, engineering or related field
  • Experience in developing and maintaining medium size business systems
  • Experience analyzing and preparing financial reports and technical data
  • Experience in writing business plans, processes and identifying opportunities for improvements
  • Knowledge of financial analysis and/or capital investment planning
  • Knowledge of asset/land/building related legislation would be an asset
  • Knowledge of ISO 55000 would be an asset

Employment in the Real Estate Division is conditional upon obtaining security clearance through the Program & Policy Enablement Branch, Supply Chain Ontario of the Ministry of Government and Consumer Services
