Final Contract Negotiations Underway 

TORONTO - The North Bay Regional Health Centre and Infrastructure Ontario have selected Plenary Health as the preferred team to build, finance and maintain the North Bay Regional Health Centre. A final contract is expected to be signed next month paving the way for construction to begin.

“The North Bay Regional Health Centre is an important part of the McGuinty government's plan to build a healthcare system that focuses on three priorities - keeping Ontarians healthy, reducing wait times and improving access to doctors and nurses,” said Nipissing MPP Monique Smith. “The Health Centre is not only great news with regards to improving healthcare in our region; the project will also bring jobs and economic opportunities. In fact, this is one of the largest public sector projects in the region's history.”  

North Bay Regional Health Centre project highlights include: 

  • Over 720,000 square feet of new construction;
  • The North Bay General Hospital, a state-of-the-art acute care hospital, with 275 beds; and 
  • The Northeast Mental Health Centre, a specialized mental health facility with 113 beds and associated outpatient services. 

“Staff and volunteers are very excited about today's announcement - the finish line is in sight as far as planning goes; now we can build,” said Roger Marleau, chairman, Joint Executive Committee, North Bay Regional Health Centre Project. “Today's announcement represents the culmination of years of planning and due diligence by community representatives on both hospital boards along with their respective staff members. Plenary Health provided the best value bid and we look forward to finalizing a contract with them and beginning construction this March.”

“I am proud to announce that we are on track to begin construction in March,” said David Caplan, Minister of Public Infrastructure Renewal. “This project demonstrates that our government is fulfilling its commitment to modernize Ontario hospitals and stimulate economic growth.”

“Modernizing and rebuilding Ontario's hospitals is an integral part of renewing our health care system,” said George Smitherman, Minister of Health and Long-Term Care. “This investment in the North Bay Regional Health Centre will ensure patients get care in facilities that are modern, well-maintained, safe and comfortable for patients.”   

The Plenary Health team is comprised of Plenary Group, Deutsche Bank AG, PCL Constructors Canada and Johnson Controls. 

Infrastructure Ontario will work with North Bay Regional Health Centre team to manage the construction of the hospital, which will remain publicly owned, publicly controlled and publicly accountable.  Infrastructure Ontario is a Crown corporation dedicated to managing some of the Province's larger and more complex infrastructure renewal projects - ensuring they are built on time and on budget.

The project is guided by principles outlined in the Province's Building a Better Tomorrow framework, which ensures public ownership of core assets such as hospitals, schools and water and wastewater facilities.  The North Bay Regional Health Centre project is one of many infrastructure projects that are being constructed, upgraded and modernized under ReNew Ontario, the government's five-year, $30-billion plus infrastructure investment plan.
