Public Infrastructure/Asset Management – P3 Contract Oversight (Social)


 

Our Real Estate division manages the province’s portfolio of government buildings and land, which is one of the largest and most diverse in the country. We oversee the day-to-day operation and long-term maintenance of these facilities through partnerships with private-sector service providers. We are responsible for ensuring provincially-owned real estate is being used in the best, most optimal way. Finding innovative ways to reduce and revitalize the government’s building and land holdings is central to our business and integral to the value we provide Ontarians.

We are looking for a Real Estate Asset contract manager to join our P3 Asset Management team. The P3 Asset Management team manages long-term government contracts for Public-Private Partnerships (P3) projects built under the Design-Build-Finance-Maintain (DBFM) and Build-Finance-Maintain (BFM) delivery models.  In this role, you will manage a diverse portfolio of Social P3 assets including courthouses, hospitals, detention centres, police stations, and offices, to administer project agreements during a concession period to ensure that the assets are being effectively managed and that facility services are delivered in compliance with the contract.  Internally this position is known as P3 Operations Manager.

Internally, this position will be known as Operations Manager.

What You Will Do

  • Implementation of a standard contract performance measurement and quality assurance framework to effectively monitor, manage, and evaluate facilities management-related services
  • Collaboration with internal stakeholder teams to provide subject matter expert support in the development and application of standards, evaluation criteria, and contractual terms related to asset management for new P3 projects during the transaction, construction and commissioning phases.
  • The management of complex relationships with industry partners, client representatives, and other stakeholders throughout the concession period to ensure each project delivers successfully on value for money and long-term functional use commitments. 
  • Gather pertinent information from a variety of sources and assemble appropriate evidence to support recommendations relating to strategies on, for example, dispute resolution, operational and technical matters, and business opportunities.

Who We're Looking For

  • A minimum of five (5) years of hands-on experience managing major complex highway or civil projects as an owner representative, in a supervisory role.
  • University degree in Architecture, Business, Accounting/Finance, Real Estate, Civil or Engineering or another relevant discipline.
  • Strong business acumen, solid experience dealing with project budget, schedule, and technical requirements as well as financial and legal matters, contract management, and commercial considerations pertaining to contract management.
  • Public sector real estate experience and/or experience in or with large multi-divisional organizations with complex and multifaceted real estate portfolios
  • Knowledge or experience related to all project phases of a P3 project (from Pre-transaction/Bid development, Request for Qualifications (RFQ)/Request for Proposal (RFP), construction, commissioning, and Operations.
  • Strong organization and project management skills to deliver on objectives and respond to changing priorities.
  • Self-starter able to manage multiple priorities and work in a complex and changing environment of an evolving and rapidly growing organization.
  • Solid interpersonal skills and the ability to establish and maintain effective relationships with internal stakeholders, clients, and service providers.
