Project Attracts Industry Interest

WOODSTOCK - Minister of Training, Colleges and Universities Christopher Bentley today announced the three companies short-listed to build, finance and maintain hard services at the new Woodstock General Hospital.

“We are pleased to see the construction industry's interest in this project,” said Minister of Public Infrastructure Renewal David Caplan. “Our government is making much needed improvements to Ontario's infrastructure at an unprecedented rate. Competitive interest in public projects will ensure value for taxpayers' dollars as we build strong, prosperous communities.”

Minister Bentley joined President and CEO of Woodstock General Hospital Natasa Veljovic, hospital staff, community members and local officials to announce the short-listed bidders during a sign unveiling event on the grounds of the future health care facility.

“Woodstock's project will make a difference in areas that matter to people in this community: shorter wait times, better emergency care and expanded services for the benefit of Woodstock residents,” said Minister Bentley.

“This is a sign of our government's commitment to modernize and expand health care infrastructure to improve access to quality health care,” said Minister of Health and Long-Term Care George Smitherman.

The three consortia that were short-listed through a request for qualifications (RFQ) and have been invited to bid on the project include:

  • ITS (Integrated Team Solutions) consisting of EllisDon Corp., EllisDon Facility Services Fengate / LPF Infrastructure Fund and Honeywell;
  • Plenary Health consisting of Plenary Group, Deutsche Bank, PCL Constructors and Johnson Controls; and
  • Carillion.

A request for qualifications was issued on June 4, 2007. The process identified bid teams with the construction and facility management experience, qualified personnel and financial strength to manage a project of this size and complexity.

The short-listed companies will be invited to respond to a request for proposals (RFP) for the project, which is expected be issued in fall 2007.

“This is an exciting time for us as we move forward with our plans for the new Woodstock General Hospital,” said President and CEO of Woodstock General Hospital Natasa Veljovic. “We will continue to work hard toward meeting the growing health care needs of our community.”

The Woodstock General Hospital project includes construction of a 154-bed facility of approximately 272,000 square feet. The new state-of-the-art facility will include:

  • A new 22-bed inpatient rehabilitation program, in partnership with available community agencies;
  • Diagnostic Imaging (DI) using the latest in digital imaging technologies for diagnosis and reductions in patient wait times;
  • Surgical Services with five operating room theatres;
  • 10 additional complex continuing care beds; and
  • Two additional mental health beds.

Hard facilities management services at the hospital will include mechanical and electrical plant operations, utilities management and life-cycle maintenance.

By increasing services, patients will have better access to the care they need close to home in comfortable surroundings. The new Woodstock General Hospital will better meet current patient volumes and the expected volumes in coming years.

Infrastructure Ontario is working with Woodstock General Hospital to develop the hospital, which will remain publicly owned, publicly controlled and publicly accountable. Infrastructure Ontario is a Crown corporation dedicated to managing some of the province's larger and more complex infrastructure renewal projects -- ensuring they are built on time and on budget.

This project is guided by principles outlined in the Province's Building a Better Tomorrow framework, which ensures public ownership of core assets such as hospitals, schools, and water and wastewater facilities. The Woodstock General Hospital project is one of many infrastructure projects being upgraded and modernized under ReNew Ontario, the government's five-year, $30-billion plus public infrastructure investment plan.
