Project Attracts Industry Interest

Infrastructure Ontario, London Health Sciences Centre (LHSC) and St. Joseph's Health Care, London (SJHC) have short-listed five companies to build and finance redevelopment and consolidation projects at the hospitals.

“We are pleased to see such interest from the construction industry in taking part in this project,” said Minister of Public Infrastructure Renewal David Caplan. “Our government is making much-needed improvements to Ontario's infrastructure at an unprecedented rate. These improvements will be made in a way that ensures value for taxpayers' dollars as we build strong, prosperous communities.”

“This is a sign of our government's commitment to modernize and expand health care infrastructure to improve access to quality health care,” said George Smitherman, Minister of Health and Long-Term Care.

The following companies have been short-listed for these projects:

  • Carillion Canada Inc.
  • EllisDon Corporation
  • PCL Constructors Canada Inc.
  • SNC Lavalin Engineers & Constructors Inc./ Bondfield Construction Company Limited
  • Vanbots Construction Corporation

A Request for Qualifications was issued on November 3, 2006. The process identified bid teams with the development, construction and financial capacity required to undertake projects of this size and complexity.

The short-listed companies will be invited to respond to a Request for Proposals (RFP) for the projects. The RFP is expected be issued in Summer 2007.

At SJHC, the project involves Phase 2 of St. Joseph's Hospital's ambulatory care renovations.  The renovations will provide space for the following services:

  • endoscopy
  • city-wide ophthalmology services (which will be transferred from London Health Sciences Centre to SJHC)
  • ear, nose and throat 
  • ambulatory gynecology 
  • diabetes/endocrinology

At LHSC, the project involves the completion of approximately 465,000 square feet of shelled-in space in the North tower at Victoria Hospital that will provide new, state-of-the-art facilities, as well as approximately 100,000 square feet of renovations to the existing facilities. The finished space will accommodate:

  • new clinic, inpatient and administrative areas for paediatric care
  • women's care, including a new birthing centre (which will be transferring from SJHC)
  • child, adolescent and adult inpatient and outpatient mental health care 
  • adult medical/surgical inpatient care 
  • specialized clinical laboratories

Additional space will also be provided for:

  • diagnostic radiology and nuclear imaging services
  • a 350-seat auditorium with associated teaching facilities 
  • support space, including a cafeteria

Infrastructure Ontario is working with LHSC and SJHC to redevelop the hospitals, which will remain publicly owned, publicly controlled and publicly accountable.  Infrastructure Ontario is a Crown corporation dedicated to managing some of the province's larger and more complex infrastructure renewal projects - ensuring they are built on time and on budget. 

These projects are guided by principles outlined in the Province's Building a Better Tomorrow framework, which ensures public ownership of core assets such as hospitals, schools, and water and wastewater facilities.  The LHSC and SJHC projects are two of many infrastructure projects being upgraded and modernized under ReNew Ontario, the government's five-year, $30-billion plus public infrastructure investment plan.
