Request for Qualifications Issued

TORONTO - Royal Victoria Hospital's Phase I Expansion project reached a significant milestone today with the release of a Request for Qualifications (RFQ) for project teams to build and finance the hospital's expansion project.

This is the first step in selecting a project team for the expansion project that will double the size of Royal Victoria Hospital's existing facility and create the Simcoe-Muskoka Regional Cancer Centre. The new cancer centre will provide comprehensive cancer care to patients throughout Simcoe County and the District of Muskoka, and will log over 60,000 patient visits in its first year of operation alone.

“Royal Victoria Hospital is a very busy place these days,” said Janice Skot, President and CEO of Royal Victoria Hospital. “Work crews and bulldozers are already onsite completing the critical site preparation work. The release of the RFQ ensures this project remains on-track for construction, scheduled to begin a year from now. We're one step closer to bringing care closer to home for patients across our region.”

Highlights of the Royal Victoria Hospital project include: 

  • creation of the Simcoe-Muskoka Regional Cancer Centre; 
  • 101 additional inpatient beds; 
  • an expanded Emergency Department; 
  • an expanded Laboratory; 
  • an expanded Diagnostic Imaging Department; 
  • two additional Operating Rooms; and 
  • a designated Coronary Care Unit. 

The Royal Victoria Hospital project RFQ was issued as part of a combined qualification process including three health care infrastructure projects across the province. 

RFQ submissions will be reviewed to short-list contractors with construction experience, the qualified personnel and the financial strength to deliver a project of this size and complexity. Short-listed teams will be invited to respond to individual, project specific Request for Proposals (RFP). The RFP for Royal Victoria Hospital is expected to be released in the spring of 2008. 

Infrastructure Ontario and the Ministry of Health and Long-Term Care will work with Royal Victoria Hospital to redevelop the hospital, which will remain publicly owned, publicly controlled and publicly accountable. Infrastructure Ontario is a Crown corporation dedicated to managing some of the province's larger and more complex infrastructure renewal projects-ensuring they are built on time and on budget.

This project is guided by principles outlined in the Province's Building a Better Tomorrow framework, which ensures public ownership of core assets such as hospitals, schools, and water and wastewater facilities.
