Request for Qualifications Issued  

TORONTO - A Request for Qualifications (RFQ) was issued today for project teams to build and finance the expansion and renovation of Toronto Rehabilitation Institute's University Centre site. This is the first step in selecting a contractor. 

Renovations will be made to the existing 12-storey East Wing and four-storey North Wing. The existing South Wing and auditorium will be demolished to allow for the construction of a new 13-storey building.

Once completed, the University Centre site will be a much larger, more modern facility providing care to adults undergoing rehabilitation for serious injury and illness including stroke, brain injury and multiple trauma and cancer.

“This announcement marks an important milestone for the Toronto community,” said Minister of Public Infrastructure Renewal David Caplan. “The project is part of the government's five-year $30 billion plus infrastructure investment plan that represents the biggest investment in health care infrastructure in more than a generation.”

“Our government is committed to upgrading and modernizing health care so patients will have better access to services,” said George Smitherman, Minister of Health and Long-Term Care.

“Our staff do incredible work to provide the best care for our patients,” said Mark Rochon, President and CEO of Toronto Rehabilitation Institute. “This project will help ensure that our patients and our team have access to the state-of-the-art facilities that will promote best practices and enhance recovery.” 

RFQ submissions will be reviewed to short-list contractors with the construction experience, the qualified personnel and the financial strength to deliver a project of this size and complexity. Short-listed teams will then be invited to respond to a Request for Proposals (RFP) to build and finance the project, The RFP is expected to be released in fall 2007.   

Infrastructure Ontario will work with Toronto Rehabilitation Institute to redevelop the University Centre facility, which will remain publicly owned, publicly controlled and publicly accountable. Infrastructure Ontario is a Crown corporation dedicated to managing some of the province's larger and more complex infrastructure renewal projects-ensuring they are built on time and on budget.

This project is guided by principles outlined in the Province's Building a Better Tomorrow framework, which ensures public ownership of core assets such as hospitals, schools, and water and wastewater facilities. The Toronto Rehabilitation Institute project is one of many infrastructure projects being upgraded and modernized under ReNew Ontario, the government's five-year, $30-billion plus public infrastructure investment plan.
