Short-listed Construction Teams Invited To Bid

TORONTO - The Ontario Government's New Data Centre project has reached another key milestone with the release of a request for proposals (RFP) to design, build, finance and maintain the new facility.

“Our government is making much-needed improvements to Ontario's infrastructure at an unprecedented rate,” said Minister of Public Infrastructure Renewal David Caplan. “This project is one of many in the McGuinty government's $30-billion plus infrastructure investment plan to modernize public infrastructure while ensuring value for taxpayer dollars.”

“This data centre is a vital part of the McGuinty government's plan to ensure Ontario's technology systems are robust, reliable and responsive to current and future needs,” said Minister of Government Services Gerry Phillips.

Three consortia were short-listed through a request for qualifications (RFQ) issued in February 2007. The following teams have been invited to bid on the project:

  • Infusion consisting of: Bilfinger Berger BOT, John Laing Infrastructure, RBC Capital Markets, Rybka, EYP Mission Critical Facilities, Murphy Hilgers, Black and Macdonald and Aecon Group.
  • Plenary Group consisting of: Plenary Group, Deutsche Bank, PCL Constructors, Modern Niagara, Plan Group, Adamson Associates, Smith and Anderson and Johnson Controls.
  • ITS (Integrated Team Solutions) consisting of: EllisDon Corp., Diamond and Schmitt, Fengate / LPF Infrastructure Fund, Honeywell, Lapas Consulting Engineers, Guild Electric, Geo. A. Kelson Company Limited and Andronowski & Associates Ltd. 

These teams have the construction and facility management experience, qualified personnel and financial strength to manage a project of this size and complexity. Once submissions to the RFP are received and reviewed, a winning team is expected to be selected in spring 2008, with construction scheduled to begin shortly after.

Infrastructure Ontario will work with the Ministry of Government Services to develop the New Data Centre, which will remain publicly owned, publicly controlled and publicly accountable. Infrastructure Ontario is a Crown corporation dedicated to managing some of the Province's larger and more complex infrastructure renewal projects - ensuring they are built on time and on budget. 

This project is guided by principles outlined in the Province's Building a Better Tomorrow framework, which ensures public ownership of core assets such as hospitals, schools, and water and wastewater facilities. The Ministry of Government Services New Data Centre project is one of many infrastructure projects being upgraded and modernized under ReNew Ontario, the government's five-year, $30-billion plus public infrastructure investment plan.
