TORONTO - Infrastructure Ontario and the Ministry of Community Safety and Correctional Services released a request for proposals (RFP) today to companies short-listed to design, build, finance and maintain the Toronto South Detention Centre. 

The Toronto South Detention Centre will be located on the south portion of the Mimico Correctional Facility in west Etobicoke. The project includes a 1,650-bed maximum security facility for adult offenders, including those with special needs. It will replace the Toronto Jail which is an aging facility that is often over capacity.

The companies short-listed to participate in the RFP include:

  • Integrated Team Solutions - EllisDon Corporation, Fengate Capital Management Inc., LPF Infrastructure Fund, RBC Dominion Securities Inc., Zeidler Partnership Architects, and Johnson Controls Inc.; 
  • Access Security Toronto - Babcock & Brown ULC, WZMH Architects, PCL Constructors Canada Inc. and Honeywell; and 
  • SNC - SNC-Lavalin Inc., SNC-Lavalin Investment, Schenkel Schultz Architecture, SNC-Lavalin in joint venture with Bondfield Construction and SNC-Lavalin ProFac. 

The teams were short-listed through a request for qualifications (RFQ) process that selected the teams with the development, design, construction, financial, and facilities management capacity to undertake a project of this size and complexity. 

Once submissions to the RFP are received and reviewed, a winning project team is expected to be selected and announced in fall 2009; construction is expected to begin shortly after. A copy of the RFP is available on Infrastructure Ontario's website at www.infrastructureontario.ca

Infrastructure Ontario is working with the Ministry of Community Safety and Correctional Services to develop the facility.
