Shortlisted Companies Invited To Bid In Final Procurement Stage 

TORONTO - A key milestone has been reached towards the building of an innovative new facility in Brampton that will meet the unique needs of youth in conflict with the law.  A request for proposals (RFP) was released yesterday to build and finance the youth facility project. 

“Today's call for construction bidders brings the youth facility one step closer to completion,” said David Caplan, Minister of Public Infrastructure Renewal.  “Through ReNew Ontario, the government's $30-billion infrastructure investment plan, we are modernizing infrastructure and ensuring value for taxpayer dollars as we build strong, prosperous communities.”

The following pre-qualified companies have been asked to respond to the RFP to build and finance the project:

  • Aecon Buildings 
  • Bird Construction Company Ltd. 
  • Bondfield Construction Company Ltd. 
  • Eastern Construction Company Ltd. 
  • EllisDon Corp. 
  • Kenaidan Contracting Ltd. 
  • PCL Constructors Inc. 
  • SNC-Lavalin Group Inc. 
  • Vanbots Construction Corp. 

The nine general contractors were short-listed through a request for qualifications (RFQ) issued on March 21, 2006.  The RFQ process identified companies with the construction, operational and financial capacity required to undertake a project of this size and complexity.  Once submissions to the RFP are received and reviewed, a winning proponent will be selected.  Construction is scheduled to begin in early 2007.

“This project supports the McGuinty government's plan for safer, stronger communities,” said Mary Anne Chambers, Minister of Children and Youth Services. “The new facility will help young people who have made some wrong decisions get their lives back on track by providing them with opportunities for education and rehabilitation.”

The youth facility will be an innovative complex that meets the unique needs of youth in conflict with the law.  The new facility will have up to 192 beds.  The project replaces two existing facilities that have been determined to be unsuitable for youth and will enable movement out of facilities shared with adults.

This project will be managed by Infrastructure Ontario under the province's Alternative Financing and Procurement (AFP) program.  The new facility will be publicly owned and publicly controlled.  The project is being implemented according to the principles of the Building a Better Tomorrow Framework, which outlines a made-in-Ontario approach for planning, financing and procuring public infrastructure.
