Teams Invited To Bid In Final Procurement Stage

NORTH BAY - A significant step towards bringing improved healthcare to the North Bay region has been reached with the release of the final call for tenders to bid on a proposal to build, finance and maintain the North Bay Regional Health Centre (NBRHC).  A request for proposals (RFP) was issued to qualified bidders this week.

“This marks an important milestone for the North Bay region. I'm pleased to announce that North Bay is in the final steps to build the new regional health centre,” said Minister of Public Infrastructure Renewal David Caplan. “This project is part of ReNew Ontario, our five-year $30 billion infrastructure renewal plan to modernize infrastructure and ensure value for taxpayer dollars as we build strong, prosperous communities.”

“The McGuinty government's investment in this project represents an important part of our plan to modernize hospitals, reduce wait times and upgrade medical facilities and equipment in the North Bay area and right across the province,” said Health and Long-Term Care Minister George Smitherman.

“This is truly a community achievement. Our whole community has worked hard to move this project forward,” Nipissing MPP Monique Smith said. “The staff and volunteers at the North Bay General Hospital and the Northeast Mental Health Centre should be especially proud of their efforts to bring improved access to healthcare for our region.”

Three consortia have been short-listed and are invited to respond to the RFP to build the new health centre. The RFP was issued to: 

  • Hospital Infrastructure Partners - Carillion Canada Inc., Ellis Don Corporation, CIT Financial, LPF Realty (owned 100 per cent by Labourers' Pension Fund of Central and Eastern Ontario);
  • Plenary Health - Plenary Group, Deutsche Bank AG, PCL Constructors Canada, Johnson Controls; and
  • SNC Lavalin - SNC-Lavalin Engineers and Constructors Inc., SNC-Lavalin Investments, SNC-Lavalin Profac.

This project will be managed by the crown corporation, Infrastructure Ontario, under the government's Alternative Financing and Procurement (AFP) program. It is one of the many infrastructure projects that are proceeding under the ReNew Ontario five-year infrastructure investment plan.

The NBRHC project also supports the McGuinty government's plan to build a health care system that focuses on three priorities - keeping Ontarians healthy, reducing wait times and improving access to doctors and nurses.

The new NBRHC, like all hospitals in Ontario, will be publicly owned, publicly controlled and publicly accountable.
