Infrastructure Ontario, London Health Sciences Centre (LHSC) and St. Joseph's Health Care, London (St. Joseph's) announced today the release of a request for proposals (RFP) inviting short-listed companies to submit proposals to build and finance the final phase of renovations at the two Hospitals.

The project includes:

  • LHSC - University Hospital:
    • Approximately 50,000 square feet of space will be renovated to create a larger, more modern space for the consolidation of the Department of Medicine, Allied Health Services and the development of a Family Medicine/Palliative Care Inpatient Unit.
    • The new space will be built to meet the latest infection prevention and control standards.
  • LHSC - Victoria Hospital:
    • Approximately 117,000 square feet of space will be renovated, which will result in six additional state-of-the-art operating rooms in the Perioperative Suite, the conversion of former Paediatric Inpatient Units into Adult Inpatient Units and the relocation of the Department of Medicine clinics and offices and will also allow for the consolidation of Medicine Services.
  • St. Joseph's:
    • The final phase as St. Joseph's involves renovations to approximately 60,000 square feet of existing space and construction of a new 70,000 square-foot addition.
    • The renovated facility will include natural light and barrier-free features that make it more accessible to people with disabilities.
    • Consolidation of outpatient clinics on the third floor will allow St. Joseph's to transition toward its future as a leading teaching hospital in acute and ambulatory care.

Based on a request for qualifications (RFQ) process that began in June 2010 and following evaluations, four top-ranking companies were shortlisted and have been invited to bid on the project. The shortlisted companies are:

  • EllisDon Corporation
  • Bondfield Construction Company Limited
  • Grant-Nac Ltd.
  • SNC-Lavalin Construction (Ontario) Inc. and McKayCocker Construction Ltd.(Joint Venture)

Once submissions to the RFP are received and evaluated, the successful project team will be selected and announced in spring 2011; construction is expected to begin shortly thereafter.

During construction, this project will create jobs and will provide an economic boost to London and the surrounding communities. Once complete, the redeveloped facilities will further enhance the level of care that both LHSC and St. Joseph's provide to the patients they serve.

Infrastructure Ontario and the Ministry of Health and Long-Term Care are working with LHSC and St. Joseph's to redevelop the facilities, which will remain publicly owned, publicly controlled and publicly accountable.

Infrastructure Ontario is a Crown corporation dedicated to delivering some of the province's larger and more complex infrastructure renewal projects - ensuring they are built on time and on budget; as well, it is dedicated to providing the public sector and not-for-profit organizations with long-term financing to renew their infrastructure.
