Teams Invited To Bid In Final Procurement Stage 

The Ontario government is taking another step forward with the Durham Consolidated Courthouse project in downtown Oshawa by asking the qualified teams to bid on a proposal to design, build, finance and maintain the courthouse. 

“We are excited to see the Durham Consolidated Courthouse project moving forward,” said Minister of Public Infrastructure Renewal David Caplan. “Under ReNew Ontario, our five-year $30 billion infrastructure renewal plan, we are modernizing infrastructure and ensuring value for taxpayer dollars as we build strong, prosperous communities.”  

“I'm pleased that this project is in the final stages of the tendering process,” said Attorney General Michael Bryant. “We are moving forward to ensure that people in the Region of Durham have access to adequate, modern courthouse facilities.” 

  • Three consortia have been short-listed and are invited to respond to the request for proposals (RFP) to build the new courthouse. The RFP was issued today to: 
    SNC Lavalin Engineers & Constructors Inc. (SNC-Lavalin), Bondfield Construction Company Limited and ProFac Facilities Management Services Inc.  
  • Durham Courthouse Centre Corporation, consisting of EllisDon Inc, EllisDon Design Build Inc., LPF Realty (owned 100% by Labourers' Pension Fund of Central and Eastern Ontario), CIBC World Markets and Carillion Canada Inc.  
  • Access Justice Durham, a consortium involving ABN Amro Bank N.V., Canada Branch, PCL Constructors Canada Inc. and Johnson Controls LP 

This project will be managed by Infrastructure Ontario under the government's Alternative Financing and Procurement (AFP) program. It is one of the many infrastructure projects that are proceeding under the ReNew Ontario five-year infrastructure investment plan.  Also, as part of the government's commitment to creating and promoting a culture of conservation in Ontario, the new facility will be built to Leadership in Energy and Environmental Design (LEED) standards, including rigorous requirements for energy management and conservation.
