The request for proposals stage for the shortlisted building teams on the Humber College Learning Resource Commons project has now closed.  All eligible proposals to design, build, and finance the college's project have been received. 

The Learning Resource Commons (LRC) will be an academic support and student services facility and will become the new main entrance of Humber College's North Campus in Etobicoke. The new building will accommodate more than 2,200 students and will feature study space, an expanded library, enhanced student services and a student gallery and showcase space. 

The design and construction of the Learning Resource Commons will adhere to Leadership in Energy and Environmental Design (LEED) Silver standards, which focus on energy efficiency, healthy indoor environments and reduced greenhouse gas emissions. 

Over the next several months, Infrastructure Ontario and Humber College will evaluate the shortlisted bidders' proposals, based on criteria set out in the request for proposals issued in July 2012. The successful project team is expected to be announced in spring 2013. Following financial close, the contract value will be announced with construction expected to begin in the summer of 2013. 

A request for qualifications issued in March 2012 shortlisted the following three teams: Integrated Team Solutions, PCL Contractors Canada Inc., and SNC Lavalin Capital. 

Infrastructure Ontario and the Ministry of Training, Colleges and Universities are working with Humber College to procure and deliver the project. 

Infrastructure Ontario (IO) is a crown agency of the Province of Ontario that delivers large, complex infrastructure renewal projects on time and on budget. Over the last six years, the province has applied the Alternative Financing and Procurement (AFP) model to 79 major projects valued at approximately $30 billion dollars. To date, AFP projects have provided taxpayers with an estimated savings of $3 billion dollars. IO also manages one of the largest real estate portfolios in Canada, and provides municipalities and eligible public sector clients with financing to renew public infrastructure. IO leverages its private-sector expertise to manage major commercial transactions on behalf of the province.
