The RFQ process short-listed and ranked five companies to provide driver examination services across Ontario. The three highest ranking companies were short-listed and invited to submit proposals to deliver driver examination services. The remaining two companies were held in reserve.

In July 2012, SGS, one of the short-listed companies, withdrew from the RFP stage.

It is IO's practice to have three short-listed companies participate in the RFP stage as this ensures a competitive environment and provides value for money results to the Province.

In August 2012, the Ministry of Transportation and Infrastructure Ontario issued a new request for proposals (RFP) for a service provider to deliver driver examination services for Ontarians.

Serco, the top-ranking company being held in reserve following the RFQ process, was invited along with the two short-listed bidders who had not withdrawn from the initial RFP process, to submit proposals to the new RFP.

The new RFP deadline is end of February 2013.
